1 Introduction

Many libraries have budgets for electronic resources that have exceeded paper documents.

In recent years, the experts and leaders of the library have mentioned the reform requirements brought about by the rapid development of electronic resources. The management, retrieval and utilization of the library due to the rapid increase of electronic resources have become the most urgent problems to be solved.
In terms of library resource construction and management, electronic resources are different from traditional printed resources. The traditional linear management model cannot meet the more complicated management requirements of electronic resources. How to manage? how to choose? How to reasonably use limited funds?
In terms of readers looking for collection materials, more readers are more willing to remotely access and search the electronic resource library through the network at home, in the office or in the dormitory, and online search or full-text download of electronic documents through mobile phones, PAD.
3. Purpose
The Guangxi Zhuang Autonomous Region Library strives diligently to find a scientific and efficient management method. In order to help them better manage and use electronic resources, Chuangwen Technology provides the Chuangwen Library Electronic Resources Comprehensive Management and Utilization System (CWLERMS) to solve the management caused by the rapid increase in the number of electronic resource libraries Difficulties, low utilization, tight acquisition funding, inability to evaluate practical effects, and inability of mobile terminals to access numerous electronic resources.

The previous solution was through the Sangfor VPN mode, which required the installation of servers and other related equipment, which was complicated to use and costly. CWLERMS easily solves this problem. In addition to the installation of the system itself, it does not require any related equipment and special network settings, and readers of lower-level libraries can directly access electronic resources and download the full text without logging in.
CWLERMS provides powerful statistical functions. In February 2017, at the digital resource procurement meeting held in the library of Guangxi Zhuang Autonomous Region, the data provided by CWLERMS made a more scientific decision and decisively interrupted the purchase of electronic resource libraries of six resource vendors. The reason for this decision is because CWLERMS data is more objective. The library said, "The statistics were submitted by database vendors before, and there is no reference value at all." 5. Effect of current operation
