Specifically, the built-up areas in the six districts of the city are all designated as no-burn zones, with a total area of ​​180.11 square kilometers; the total area of ​​the no-burn zone in the four districts around the city is 639.25 square kilometers; the area of ​​the no-burn zone in Binhai New Area is 1284.66 square kilometers; The total area is 1834.51 square kilometers.

The circular stipulates that it is strictly forbidden to use high-pollution fuels in new, rebuilt and expanded projects in the high-pollution fuel-burning zone; the facilities used by organs, enterprises, institutions and other production operators to use highly polluting fuels shall be in accordance with the people of the city and relevant districts. The deadline set by the government is to complete the change of fuel, grid connection or demolition tasks; residents' household coal, commercial activities, loose coal, etc., all replaced by clean energy such as electricity, natural gas and liquefied petroleum gas. At the same time, it is clear that the use of highly polluting fuel facilities in new, rebuilt or expanded projects in the high-polluted fuel-free zone will be carried out in accordance with the Laws and Regulations of the People's Republic of China on Air Pollution Prevention and Control and the Regulations on Prevention and Control of Air Pollution in Tianjin. Bao Jinhong, deputy director of the Atmospheric Department of the Tianjin Eco-Environment Bureau, recently interpreted the policy on expanding the scope of the high-pollution fuel-free zone.

According to him, compared with the 2015 No-burn Zone Notice, there are three major changes in this adjustment: First, the implementation of district classification control. The 2015 No-burn Zone Notice uniformly enforces stricter control requirements, that is, the high-pollution fuels such as coal and its products, petroleum coke, oil shale, crude oil, heavy oil, residual oil and coal tar are completely banned in the no-burn zone. The notice of the no-burn zone was changed to sub-divisional control, that is, the scope of the no-burn zone delineated in 2015 is still subject to strict Class III control requirements; the new increase of the no-burn zone is subject to relatively loose Class II control requirements, and the single-station is prohibited. 35 steam tons / hour of boiler burning coal and other high-polluting fuel, 35 steam tons / hour and above coal-fired boilers should meet special emission limits or ultra-low emission requirements, while comprehensive prohibition of burning all types of loose coal.

Second, the area of ​​the no-burn zone has expanded. The new incineration zone covers an area of ​​3,107.99 square kilometers, involving Binhai New Area and Dongli, Xiqing, Jinnan, Beichen, Wuqing, Baodi, Ninghe, Jinghai and Haihe Education Parks. After adjustment, the area of ​​the city's highly polluting fuel-free zone increased from 830.54 square kilometers in 2015 to 3,938.53 square kilometers, accounting for 33.05% of the city's total area.

The third is to clarify the control requirements for biomass fuels. The 2015 No-Fire Zone Notice did not explicitly require biomass fuels. According to the local standards for the emission of atmospheric pollutants from biomass-formed fuel boilers issued by Tianjin in 2018, the notice of the no-burn zone stipulates that the central city, the core area of ​​Binhai New Area, other towns where the government is located, and other key areas prescribed by the municipal government are prohibited. Combustion of biomass-forming fuels; boilers burning biomass-forming fuels must not be mixed with highly polluting fuels and should use special combustion equipment and be equipped with bag-type dust collectors and other related requirements.
